It should be no surprise that after the flood of COVID funding there will be a tidal wave of government audits! In fact, the Office of Inspector General just released its first report on Health Center compliance with the terms and conditions of their CARES Act funding, and it appears that most of the Health Center’s audited have a time and effort finding. Moreover, since most of the COVID funds went to personnel costs the potential for large disallowances is quite high. Compliance with the personnel documentation, often referred to as time and effort, requirements under the Uniform Guidance is essential. Unfortunately, many Health Centers struggle to comply with these requirements and to clearly document their use of Federal Funds. This session, taught by two attorneys with nationally-recognized knowledge in federal grants and the Health Center program, will discuss the legal requirements for charging personnel costs to your federal grants, implementation strategies and what to do if it all goes wrong.
