PRWORA Exemption Eliminated: Immediate Impacts for Health Centers

The Department of Health and Human Services issued a notice reinterpreting the term “Federal public benefit” used in Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA).  For federally qualified health centers, the new definition will prohibit services under the 330 grant or other federal funds, including SAMHSA, to be provided to “illegal aliens.”  The impacts will be felt immediately, with possible new requirements to collect information such as Social Security Numbers and other proof of legal status.
