In the five years since the Centers for Medicare & Medicaid Services (CMS) issued the Emergency Preparedness Requirements for Medicare and Medicaid Participating Providers and Suppliers Final Rule (aka CMS EP Final Rule) (CMS-3178-F), health centers have responded to an unprecedented number of emergencies, from the ongoing COVID-19 pandemic (and its aftermath) to wildfires, hurricanes, cyberattacks, and active shooter incidents. These circumstances provided health centers with multiple opportunities to put their preparedness plans into practice. These circumstances may also have revealed that the plans need improvement.

The main goal of CMS’s EP Final Rule was to establish consistent emergency preparedness requirements for healthcare providers participating in Medicare and Medicaid (including health centers), increase patient safety during emergencies, and establish a more coordinated response to natural and human-caused disasters. In 2019, CMS relaxed some of these requirements via an additional ruling (CMS-3346-F), however, the requirements of the rule remain extensive for all participating providers and suppliers, including federally qualified health centers (FQHCs).

During this webinar, we will go “back to basics” and review the CMS EP Final Rule, discuss all its current requirements for FQHCs and how they may connect with other federal requirements, as well as provide some practical tips to ensure ongoing compliance.
