A three-day overview of the federal grants system, covering everything from the legal underpinnings of the system, through cost allowability and allocation, to procurement, subaward requirements, property management, audit resolution, and more.
This program of instruction is led by attorneys from the firm's Federal Grants practice group, who leverage their backgrounds and experience in areas of law critical to federal programs to convey both clear explanations of legal requirements and practical assessments of risk areas and best practices. In our three days together, our instructors provide in-depth information, building from an overview of the system and of each key compliance area, to discussion of fundamental regulatory language, to analysis of compliance measures and best practices in light of common federal awarding agency practices.
Our goal, whether you are new to federal awards and in need of a thorough overview or an experienced grants manager looking for a next-level understanding of the grants system, is that you leave with more knowledge than you came and that the knowledge be actionable. At this highly interactive and at times humorous training event, you'll have plenty of opportunities for discussion with our faculty and should leave with no question unanswered.

Learning Objectives

- Understand the federal financial assistance system underlying all grant awards;
- Discuss the specific regulatory requirements applicable to key areas of federal grant management, regardless of program;
- Describe the core concepts of financial management and cost allocation, and how to apply them; and
- Identify the major requirements of the Uniform Guidance, including procurement standards, subrecipient management requirements, and the allowable costs/ cost allocation system – as well as implementation strategies for each.

Phillip Escoriaza
Phillip is Senior Counsel in the firm’s Federal Grants and Health Care practice groups. A native of Puerto Rico, Phillip's bilingual, nationwide practice serves non-profit organizations, municipalities, local government agencies, and other federal grantees. Prior to joining Feldesman, Phillip ran a practice from San Juan which spanned corporate, business, public policy, government and contract law, and included contested matters and appeals before state and federal courts. Scott Sheffler
Scott Sheffler is a Partner with the firm in the Federal Grants and Health Care practice groups. He advises clients on matters of federal grant law, government contract law, and health care law. Scott assists clients with the myriad requirements that apply upon acceptance of federal grant funding, including the administrative requirements and cost principles established in the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), the Office of Management and Budget (OMB) Circulars that preceded the Uniform Guidance, and program-specific statutory and regulatory funding conditions.
