Caring for Health Center Patients in 2025 and Beyond: Immigrants
Health centers provide individuals with varied citizenship and immigration statuses with critical access to health care. According to a 2023 survey, nearly one in three immigrant adults—including those who hold immigrant and nonimmigrant statuses, as well as undocumented individuals—report using community health centers or clinics when they are sick or need health advice.1 Health centers are more likely to provide care to immigrant adults who are: uninsured or on Medicaid (versus those with private insurance or Medicare), undocumented, of limited English proficiency, and lower income.
In this webinar, Feldesman attorneys will provide an overview of the legal and compliance considerations related to providing care for both documented and undocumented foreign nationals, including:
- Anticipating and responding to patient and employee concerns about immigration enforcement actions at health centers;
- Providing emergency and medically necessary care to patients with various immigration statuses;
- Whether and how to collect and document information on patient immigration status; and
- How to protect patient records and when disclosing patient records is required.
The presenters will also provide health centers with timely updates on how immigration policy changes (Executive Orders, regulatory changes, etc.) may impact health centers’ ability to provide care to documented and undocumented foreign nationals.

Dianne K. Pledgie
Dianne Pledgie serves as Partner and Compliance Counsel with the firm’s Health Care practice group. Dianne advises health centers on implementing effective compliance programs and on addressing top compliance risk areas. Dianne counsels health centers and other organizations on developing compliance programs that include the OIG’s seven elements, respond to identified compliance risk areas and reflect the organization’s culture. Dianne also advises health centers and other organizations on patient privacy and confidentiality, including the HIPAA Privacy Rule and 42 CFR Part 2. She has experience responding to privacy and security incidents, including determining whether there has been a breach, notifying patients and the government and creating corrective action plans.
