Nearly all health centers take part in the professional liability protection offered under the Federal Tort Claims Act (FTCA) program. The Health Resources and Services Administration (HRSA) published Program Assistance Letter (PAL) 2025-01, Calendar Year 2026 Requirements for Federal Tort Claims Act (FTCA) Coverage for Health Centers and Their Covered Individuals, describing the deeming requirements for health centers for CY 2026.

From 1998 - 2004, Marty directed the Health Center Federal Tort Claims Act medical malpractice program, writing much of the policy that is in effect today. He has more than 30 years of experience working with health centers and the FTCA Program. Marty is a member of the New Jersey Bar and is not licensed in Washington, DC. Molly Evans is a Partner in the firm’s Health Care practice group.
