A community health center’s “scope of project” defines the activities supported by the Health Center Program and the corresponding budget. According to the Health Resources and Services Administration (HRSA), proper recording of scope of project is critical in the oversight and management of organizations funded under Section 330 of the Public Health Service Act and/or organizations designated as Health Center Program look-alikes.   

 In January 2020, HRSA issued the Program Assistance Letter (PAL) 2020-01: Telehealth and Health Center Scope of Project. PAL 2020-01 specifies that all Health Center Program requirements apply to the entire health center scope of project, regardless of whether telehealth is used. The PAL sets forth instructions regarding the adoption of telehealth and recording such activities in scope, including whether and how to reflect the applicable “service sites” in Form 5B. 

 In response to the COVID-19 public health emergency, HRSA issued supplemental information regarding the intersection of telehealth and in-scope activities.  Such supplemental information addresses critical considerations and instructions, such as whether and how telehealth may be used as a modality to furnish services to new patients.

 This webinar will review the HRSA scope of project considerations, focusing on:

  • How to accurately record the provision of in-scope services via telehealth in Form 5A, 5B and/or 5C
  • Relevant HRSA programmatic requirements to ensure compliance 
  • UDS requirements applicable to reporting visits generated via telehealth
