This webinar will describe changes that FQHCs can anticipate will likely occur in the Medicare and Medicaid programs after the termination of the COVID-19 public health emergency (PHE), on a program-wide basis, as well as specifically for coverage of and payment for FQHC services.

With respect to the Medicare program, we will discuss the scheduled expiration of several program-wide waivers, such as those relating to provider enrollment. We will then discuss the termination of FQHC-specific waivers, including those relating to the recognition of temporary sites and to home nursing visits. We will focus in more detail on the changes that FQHCs can expected to take place with respect to coverage of and payment for telehealth services and virtual communication services (with many of those changes taking effect 5 months after the end of the PHE).

Similarly, with respect to the Medicaid program, we will discuss large post-PHE program changes at the federal level, such as the termination of the Medicaid continuous coverage requirement and consequent resumption of eligibility redeterminations. We will also explain States’ flexibility to terminate certain temporary policy changes they may have made during the PHE to facilitate access to services during the pandemic—for example, through emergency State plan amendments or Section 1115 demonstrations.
