Sustaining Access: Creating “Other Lines of Business” Outside the Confines of Federal Grant Rules
The Trump Administration’s Executive Orders signal likely future restrictions on the use of federal grants, from providing gender affirming care to serving undocumented individuals. In response, federal grantees across the country are grappling with how to both remain compliant with the federal grant rules while continuing to fulfill their mission and serve their communities.
This webinar explores whether and how prohibited activities can be provided outside of the scope of these federally-funded projects, as an “other lines of business.” If appropriately structured, “other lines of business” are not subject to the grant program requirements because federal U.S. Health and Human Services (HHS) grant funds are not used to support their operations.
With a focus on the community health center program, this webinar will briefly summarize the federal appropriation and grants management framework. The presenters will then delve into the legal and accounting nuances associated with establishing and operating an “other line of business” maintained outside of the scope of the federally-funded project. The presenters will summarize strategies, key areas of risk, and potential pitfalls.
