Assessing Subrecipient Policies and Procedures

Subrecipient monitoring continues to be a core compliance requirement for federal funding agencies, with heightened focus on risk assessments and monitoring of subrecipient performance. Recipients may implement different approaches to these obligations, from desk reviews to site visits to periodic (or more frequent) assessments of documentation subrecipients offer to support allowability of costs claimed under subawards.

In this session, attorney Phillip Escoriaza will address key subrecipient policies, procedures, systems and best practices to promote optimal prime grantee (“pass-through”) management of the subrecipient relationship and performance under the subaward. Working from core compliance requirements under the Uniform Guidance, 2 C.F.R. Part 200, Mr. Escoriaza will discuss practical tools and strategies to assess subrecipient capacity and compliance, from initial risk assessment through appropriate performance oversight.
