Data and Privacy Requirements

Head Start programs collect, analyze, share and use data that provide key program information to management and staff, the governing body and policy council.  This information is critical to effective decision-making, governance, program administration, eligibility and recruitment, service delivery and case-management.  Because collected data includes sensitive private confidential information on children, families and staff, program regulations require appropriate privacy, confidentiality and security policies and procedures. The Head Start Program Performance Standards (HSPPS) mandate adequate data management, including privacy protection requirements in 45 C.F.R.
