(Recorded Webinar) OBBBA Implementation and Its Impact on Medicaid: What Health Centers Should Know

The “One Big Beautiful Bill Act” (“OBBBA” or “H.R. 1”) has already imposed, and will continue to impose, a number of changes to the Medicaid program, with many of the changes targeting the Medicaid expansion population in particular. State Medicaid agencies are already in the process of devoting significant time and effort in assessing the impact of OBBBA’s changes and determining how coverage under Medicaid will change. 

A number of State Medicaid agencies and health care analysts are projecting Medicaid coverage losses due to changes relating to work/community engagement requirements, more frequent eligibility redeterminations, retroactive coverage limits, and changes with respect to the coverage of immigrants. Other changes limit how State Medicaid agencies can fund their programs through state directed payment and provider taxes. State Medicaid agencies will need to make difficult choices. At the same time, the OBBBA created the $50 billion Rural Health Transformation grant program that CMS has already begun to implement.

  • What will OBBBA mean for health centers that are required as a condition of their Public Health Service Act funding to serve Medicaid-covered individuals?
  • Should health centers expect an increase in their uninsured populations?
  • And what, if anything, can a health center do to try to prepare for these changes?

Kathy Ghiladi is a Partner in the firm's Federal Grants and Health Care practice groups. She serves as counsel to state and Federal contractors and grant recipients across the country, including Community Action Agencies receiving CSBG Act and Head Start funding. Kathy has assisted Head Start agencies in reviewing and responding to monitoring reviews and has represented Head Start agencies in appeals before the U.S. Department of Health and Human Services Departmental Appeals Board (DAB). She has provided Head Start trainings across the country including trainings provided to U.S. Department of Health and Human Services, Administration for Children and Families personnel. In addition, she represents federal grant recipients in government investigations and audits and has helped Head Start agencies navigate governance and related obligations during difficult times involving CEO transitions, Policy Council disputes/mediation, investigations and audits.
