When Full Enrollment Falls Short

July 28, 2027

This webinar is included in the Head Start Training Package.

The Office of Head Start is actively enforcing one-to-one funding and enrollment reductions through the Funded Enrollment Initiative (“FEI”). In spite of best efforts, Head Start programs may find themselves on the receiving end of a letter from OHS proposing to cut funding based on self-reported enrollment shortfalls. The consequences may prove catastrophic and require significant staff reductions amidst difficult outreach and recruitment challenges.

This webinar explains the FEI process with emphasis on practical strategies to present your agency’s best case and ensure your program exhausts its rights before facing funding cuts. We will break down the FEI step by step, helping grant recipients better understand what to expect at each stage — from developing a technical assistance plan to submitting strong requests for waivers.

The on-demand version of this webinar will be available for purchase after the conclusion of the live webinar.
