Health and Safety Incidents

Health and safety incidents have been and continue to be one of the leading causes for deficiency findings in Head Start. After implementing requirements to report on child health and safety incidents through subregulatory guidance through Information Memoranda, in August 2024 the Office of Head Start adopted new regulations in the Head Start Program Performance Standards (HSPPS) that defined reportable incidents, to whom incidents should be reported, the reporting timeframe, and consequences for failure to follow those requirements.
Even with these latest regulations, there remain questions on how to handle health and safety concerns. For example, should your agency report mere allegations? What is required of your agency if an incident involves non-Head Start participants? Are there types of incidents that your agency is under no obligation to report? What ought to be your agency’s strategy to promote child health and safety, respond to incidents, investigate and report accordingly to the Office of Head Start and State or local authorities?
