New HHS Grants Policy Statement: What Grantees Need to Know
All grants awarded by the Department of Health and Human Services (HHS), except the National Institutes of Health, incorporate the HHS Grants Policy Statement (GPS). After not making any revisions for over 15 years, HHS has, since September 2024, amended the GPS three times, In the last week of August 2025, HHS issued a fourth revision, effective October 1, 2025.

- Civil Rights Assurances and mandatory language
- Prior approvals for budget changes
- No-cost extension requests
