In many instances, the new certification language added to grants in 2025 requires grantees to affirm that they comply with all applicable federal anti-discrimination laws—certifying that none of their programs operate in violation of these laws—as a condition for receiving funds. Grants may also include language mandating compliance with immigration-related Executive Orders and policies, adding further complexity and uncertainty for organizations navigating federal funding.
