The Head Start Match Playbook

September 22, 2027

This webinar is included in the Head Start Training Package.

Head Start programs must provide 20% of total program costs through in-kind donations or cash cost share (commonly known as “match”). These contributions must consist of otherwise allowable costs that the agency has covered through resources other than the Head Start grant. Match is a critical aspect of the program’s budget and must be monitored as part of a successful agency’s sound approach to funding. An agency that falls short of its match target may need to reduce its federal grant support consistent with actual match attained. Failure to comply with cost share requirements could result in negative audit or review findings, possibly leading to a disallowance.

This webinar will provide an overview of Head Start programs’ cost share responsibility, proven ways for Head Start agencies to meet cost share requirements, documentation requirements, best practices and a discussion of how ACF/OHS tends to address match shortfalls. We will also provide informed answers to your most frequently asked questions, including:

  • Which items and services count as match?
  • How do you document matching share correctly?
  • When should my program consider requesting a waiver of the match requirement?
  • What is the risk if our agency does not meet its match for the budget period?
The on-demand version of this webinar will be available for purchase after the conclusion of the live webinar.
