Industry Update: Head Start Program Performance Standards NPRM

January 11, 2024

Access the on-demand webinar here.

On November 20, 2023, the Office of Head Start (OHS) published a Notice of Proposed Rule Making (NPRM) which includes a number of significant changes to the Head Start Program Performance Standards. If approved, many of the revisions would not go into effect until 2031, however, some could take effect much sooner upon approval of a final rule. We encourage all Head Start grant recipients to review the proposed changes and submit comments to the Administration for Children and Families Office of Management and Budget.

All comments must be submitted electronically, and you can comment directly on the Federal Register website here or through Regulations.gov. Comments are due January 19, 2024.

The firm's attorneys are conducting a thorough examination of the proposed changes.  Join us for this industry update to share our observations on the key revisions, highlight particularly impactful changes, and discuss the potential implications for Head Start recipients.

The proposed changes largely pertain to workforce supports, but also include changes to definitions, health and safety reporting requirements, and eligibility criteria.
