The term “Scope of Project” is one of the most complex and misunderstood components of the Health Center Program, yet it remains critical to the oversight and management of all health centers – both grantees funded under Section 330 and organizations designated as “look-alikes.” This webinar series was created to help you better understand what scope of project is, distinguish between in-scope and out-of-scope activities, and position your organization to design a scope of project that meets the needs of your patients and community.
Part IV of this webinar series will explain the process of modifying your scope of project through a “Change in Scope” request or a “Scope Adjustment,” including:
- Factors to help you decide whether or not an activity should be in-scope
- How to submit an appropriate change in scope request to HRSA
- Tips on navigating a change in scope
- Lessons from the field
In addition, we will discuss some of the benefits and drawbacks of including (or excluding) a specific service in your scope of project and key considerations ir you decide to maintain certain activities outside of the scope of the Health Center Program.

Carrie Bill Riley is a Partner in the health law practice group. She counsels a wide variety of health care clients, including Title X grantees and subrecipeints, and other private and public health care providers, on contracting, regulatory compliance, fraud and abuse, and reimbursement matters. Carrie also provides counsel on transactional matters, including formation and agreements for multi-provider affiliations/joint ventures, general contracting, and residency training arrangements. If you need to document attendance for someone other than the account holder, we provide blank Certificates of Attendance for a supervisor to sign and certify that a different individual viewed the course.
Group Attendance: Due to the online nature of webinars, we cannot verify participation by more than one person. For groups, we provide an attendance record form and blank Certificates of Attendance to record attendance at a group viewing session and document each individual's participation. We recommend that a supervisor or colleague sign the certificate to certify attendance.

Where the registration fee for the new webinar is higher, you must also pay the difference between the original course and the new course registration fee at the time of transfer.
