School-Based Health Centers: Common Models and Legal Considerations

According to HRSA, there are currently over 3,400 health center school-based service sites.  This number continues to rise, particularly given the increasing need for mental health services among adolescents.  There are various benefits to this model.  In particular, providing services directly in the school setting enables health centers to reach families who may otherwise experience barriers accessing care.  Additionally, the expenses may be lower than a typical new site operated out of a leased facility.  Expanding school-based health center activities is also a HRSA priority, as reflected through recent expansion funding opportunities. 

Notwithstanding its many benefits, the school-based health center model presents various legal nuances that should be addressed in advance of implementation. 

This webinar will review various school-based site models (for example, telehealth vs. in-person), with a focus on the relevant HRSA programmatic requirements and the HRSA approval process.  This webinar will also touch upon some legal nuances and common pitfalls that are unique to the school-based setting, such as the intersection between HIPAA and FERPA.
