On September 27, 2024, the Department of Health and Human Services (HHS) issued a rather earth-shattering interim final rule in which it adopted the threshold changes in the Uniform Guidance (2 CFR Part 200) that the Office of Management issued in April of this year just four days later on October 1, 2024.  While adopting the thresholds was not too earth-shattering, the rest of the interim rule was (and is); HHS announced that on October 1, 2025, it will adopt all of 2 CFR Part 200 and eliminate what has been the HHS version of the Uniform Guidance found at 45 CFR Part 75.  This change was ten years overdue as by adopting Part 75, HHS undermined the very purpose of the Uniform Guidance, i.e., uniformity.  

In late October, HHS quietly issued an overhauled Grants Policy Statement (GPS), replacing the 2007 version and incorporating the move to adopt the Uniform Guidance.  Additionally, the GPS addresses key elements, including construction and alteration/renovation, facilities and administrative costs, federal share and federal interest, for profit rules (including SBIR/STTR program concerns), research awards and cross-cutting national interest requirements. 

In this webinar, we will discuss what these changes mean and how your agency can take advantage of the increased thresholds as well as potential pitfalls from moving forward too quickly.  After the New Year, we will have Phases II and III of this series in which we will discuss the many differences between the soon to be defunct Part 75 and the new Part 200 with again practical advice on how your organization can take advantage of the new rules.
